Jose Rafael Santaballa's Obituary
José Rafael Santaballa passed away peacefully on July 2, 2026, in Miami, Florida. He was 88 years old. Born on May 7, 1938, in Havana, Cuba to parents Marina Irmina Hernández and José Rafael Santaballa, José lived a life marked by devotion to his community, faith and family.
He received his early education at Colegio La Salle. There, he formed lifelong friendships–he would say a brotherhood–that crossed oceans, withstood exile and flourished in the United States. He pursued higher studies at Iowa State University and Loras College. His academic journey laid the foundation for a distinguished career spanning more than three decades at the Inter-American Development Bank (IDB). From 1966 to 2001, José served in various capacities, including as Human Resources Manager and later as President of the Employee Association. Before serving in these positions at the IDB, he also managed the IDB Federal Credit Union for two years. His leadership, dedication, professionalism and personal dedication left an indelible mark on the institution and on those who worked alongside him.
Beyond his professional achievements, José was deeply engaged in civic life. He proudly served as a delegate for the state of Virginia at three Republican National Conventions, reflecting his passion for politics and a commitment to public service and to his country. He supported various causes that went beyond politics and related to the human spirit and health.
José was a devout Roman Catholic and his spirituality guided him throughout his life. His love for family was unparalleled and he cherished every member, both near and far. His lifelong goal was to bring all of us together. José is survived by his beloved wife R. Elena Santaballa with whom he experienced sixty two years of marriage; daughters Sylvia Santaballa (and her husband Rock Matthews) and Lourdes Santaballa Mora; son Miguel Velez Santaballa; nephew Victor Deupi (and his wife Jill); brother-in-law Horacio Vignale, son-in-law Mark Marcum, eleven grandchildren; and numerous cousins, great-nephews, and great-nieces. He was predeceased by his son Leonardo Velez Santaballa, daughter Elena Santaballa, nephew Carlos José Deupi, son-in-law Hipólito Marín Galíndez, and sister Teresita Santaballa Vignale.
Known for his sense of humor and generosity, he had an extraordinary ability to make everyone feel valued and he extended a helping hand to anyone who needed assistance. Whether playing dominoes with friends or engaging in spirited wordplay, José brought joy and laughter to those around him.
To those who knew him best, José was not only a leader but also an inspiration—a creative soul with an infectious zest for life. He had a deep appreciation for art, both as an artist and a collector. His affectionate nature will be remembered fondly by all who had the privilege of knowing him.
A mass will be held at St. Timothy Catholic Church on Saturday, August 15. at 2:00pm with a reception celebrating his life at the parish hall to follow. 5400 SW 102nd Ave, Miami, FL, 33165.
